Research Project Proposal: Instructions
The research project proposal (at least one page long) is due by 2pm on March 26, 2015 for the approval of the instructor. In the proposal that must be submitted in the Research Project
Proposal folder under the Assignments tab on CANVAS, students must do the following:
1. Select a common pool resource being provided by the elected council of one local government or the elected legislature of one state/government in the United States. You must name the selected government provision unit(s), its/their three members, its/their capital, and its/their physical address. Note that city governments, town governments, and county governments are local governments in the United States.
For example, you may state in your proposal that “Our group is proposing to examine “Dr. Oyerinde” as a common pool resource being provided by the Atlanta City Council. The Atlanta City Council is a local government provision unit in the City Government of Atlanta, Georgia. The Atlanta City Council is based at 55 Trinity Avenue, Atlanta, Georgia, 30303 (http://citycouncil.atlantaga.gov/) and is responsible, with the office of Mayor Kasim Reed, for governance of the City of Atlanta, Georgia. Members of the local government provision unit (the Atlanta City Council) are elected officials, such as Attorney Ceasar C. Mitchell (7th President of the Atlanta City Council), Ms. Yolanda Adrean, and Ms. Joyce M. Sheperd”. Do not select a government provision unit in the City Government of Atlanta, Georgia since the City of Atlanta is an example.
2. Identify and briefly discuss one government production unit and at least three of its members involved in the production of the common pool resource. In the case of the City Government of Atlanta, for example, you may state in your proposal that “Our group will examine the role of the Department of Aviation (http://www.atlantaga.gov/index.aspx?page=184) in the production of Dr. Oyerinde as a common pool resource. The Department of Aviation is a local government production because it implements the aviation legislation or codes (described in this class as provisions) passed by the Atlanta City Council (a local government provision unit) and because its employees are appointed. Appointed employees of the Department of Aviation include Miguel Southwell (General Manager), Balram "B" Bheodari (Aviation Deputy General Manager), Roosevelt Council, Jr., (Aviation Deputy General Manager / Chief Financial Officer), and Michael L. Smith (Aviation Deputy General Manager).
3. Based on Ostrom Chapter 7, clearly describe why you think the selected common pool resource is
a. Rivalrous (subject to individual use), and
b. Not easily excludable
4. Outline a step-by-step plan for the completion of the Research Project.

Research Project: Each student must complete a research project on the provision and production of a common pool resource approved by the instructor.

You must sequentially use the headings in the following outline as respective headings of your responses to the required questions and issues, without including the questions/issues under each heading in your effort to meet the minimum page requirement.

Pay careful attention to the following in the Sections on Provision and Production of the Common Pool Resource:
a. Provision is different from Provision.
b. Government Provision units are different from government production units.
c. Members of government provision units are different from members of government production units.
d. Provision is different from Production.
e. Provide is different from Produce.
Do not restate in your research project paper what you are advised to “pay careful attention to” above in your effort to meet the minimum page requirement.
Avoid the use of “local government”, “state government”, or “federal government” as a synonym for either a government provision unit or a government production unit because you must be specific and show clearly that you understood how the concepts of provision and production are different from each other; otherwise, you will zero points for each response “in which you use “local government”, “state government”, or “federal government” without specificity on the exact provision units and production units.
For example, it is appropriate to write that the Atlanta City Council is a government provision unit in the City Government of Atlanta and is responsible for providing Dr. Oyerinde as a common resource. But you will not have shown that you understand the difference between government provision units and government production units by writing that “the government provision unit” for the provision of “Dr. Oyerinde” as a common pool resource is the City Government of Atlanta. This is because the City Government of Atlanta consists of both government provision units (such as the Atlanta City Council) and government production units. Examples of government production units in the City Government of Atlanta, Georgia, include the Department of Aviation, the
Department of Correction, the Department of Finance, the Department of Fire Services, the
Department of Human Resources, the Department of Information Technology, the Department of
Law, the Department of Police, the Department of Parks and Recreation, the Department of
Planning and Community Development, the Department of Public Works, the Department of
Watershed Management, and the Department of Procurement).
With Ostroms’ Chapter 7, along with data collected about the identified government, answer the following questions in a paper of 20-25 double-spaced pages (12 pt. Times New roman font,  one inch margins on all sides, left and right indentation set at zero, and before and after spacing set at zero).
Definition of the Common Pool Resource
• Why is the common pool resource a common pool resource based on course material? (5 points possible). The only example you must use is the common pool resource approved for you by the instructor; otherwise, you will score zero point.
• How is the approved common pool resource (a) different from and (b) similar to a specific public good, a specific private good, and a specific toll good? You will score zero points if you do not compare and contrast the approved common pool resource with one specific example of each of the other three types of goods. (15 points possible).

• What are two government provision units handling the provision of the common pool resource in the identified government? (2 points possible)
• Who are four members of the government provision units involved in the provision of the common pool resource in the identified government and what are their roles? (8 points possible)
• What are three government provisions (government legislation) for the production of the common pool resource in the identified government? (3 points possible)
• When were the three government provisions (government legislation) passed in the identified government? (3 points possible)
• When last were the three government provisions (government legislation) modified and by whom? (3 points possible)

• What are three government production units or private production units handling the production of the common pool resource? (3 points possible)
• Who are four members of the government or private production units involved in the production of the common pool resource and what are their roles? (8 points possible)
• Based on course material, what are three methods of production for the common pool resource? (3 points possible)
• How are the three methods applied in the production of the common pool resource? (18 points possible)
• How did private companies (private production units) get involved in the production of the common pool resource? (2 points possible)
Assessment of the Provision and Production of the common pool resource
• How can the provision and production of the common pool resource be assessed based on the criteria of
i. scale of effect (3 points possible)
ii. citizen preference (3 points possible)
iii. fiscal equivalence (3 points possible)
iv. allocative efficiency (3 points possible)
v. ease of accountability (3 points possible)
vi. foot voting (3 points possible)?
In applying the criterion of foot voting, try to discuss how the quality and quantity of the common pool resource encourage residents or consumer-citizens to stay in or move out of the jurisdiction of the identified government.
